Abstract:
Voting is the essential and minimum act of citizenship needed for a democracy to work. Today, fewer and fewer young adults are voting - which raises a fundamental question for our democracy. Their voting rate is disturbingly low: less than 33% of those aged 18 to 24 voted for President in 1996 and less than 20% voted in the 1998 elections. This guide helps candidates reach out to young adults.
