Abstract:
In recent history, service had been separated from notion of civics and citizenship. In the early 1990's however, Congress passed much legislation that would not only tie service to citizenship, but increase prevalence of service in American colleges and universities. Rutgers University initiated a service component into their graduation requirements and have used what they have learned to address ten questions an academic institute must answer before developing a successful service program. Those questions are outlined in this article. (AT)
