Abstract: 

In the light of the School to Work Opportunities Act of 1994, Hansen's commentary points out that there is no evidence that school to work programs prepare all students to make adequate contributions to society. Hansen worries that control of schools will leave teachers and be placed within local partnerships consisting of the school and the community agents in which the students receive their school to work experience.
