Watts critiques Kendall's paper on off campus education. Watts notes that there must be a reciprocal relationship between the serving student and the agency being served. Work cooperative programs do not tend to be reciprocal nor do they tend to include a reflective dimension; hence, they are not based on the service learning model. (SH)
