This report is organized in five chapters with three appendices. Chapter One is an executive summary of the full report. It summarizes information from Chapters Two through Five, yet contains additional demographic information presented in tables and figures. It is meant to stand alone as a comprehensive synopsis of the full report, yet also serves as an introductory chapter of the full report. Chapter Two includes demographics of YW-A programs studied by qualitative evaluators. Further detail on site placements for each program is represented in Appendix A. One Youth Works-AmeriCorps program (Twin Cities Youth and Housing Initiative) and some sites (or clusters) of other Youth Works-AmeriCorps programs (Minnesota Department of Economic Security and Southeastern Minnesota Initiative) are not presented in Chapter Two because qualitative evaluators were not based at their sites. Chapter Three presents the major discoveries of the evaluation effort. Chapter Four includes the results of the Cost-Benefit Analysis. Chapter Five discusses conclusions and recommendations. Appendices B and C are examples of papers written by graduate students as part of the evaluation course offered through the Department of Vocational and Technical Education at the University of Minnesota. Their work represents the service-learning aspect of the overall effort.
