After video clips from the signing ceremony for the National and Community Service Trust Act of 1993 and excerpts from President Clinton's speech, a panel from the Corporation for National and Community Service explains the philosophy of the newly created AmeriCorps program and details how to obtain national service funds. Discusses national service priorities and explains how each program must 1) get things done; 2) strengthen communities; 3) develop leadership, citizenship and enhance educational opportunity; and 4) ensure quality. Lists activities and program requirements which will be common to all programs, selection requirements for participants and participant benefits.
