Service-Learning Included in Key Measure of School District Performance

The Fremont Unified School District, serving over 32,000 students in the San Francisco Bay Area, recently adopted a Data Dashboard system to quickly and visually show district performance in six key areas: Improved Student Achievement, Community Engagement, School Operations, Safe and Secure Facilities, Staff & Employee Relations, and Fiscal Stewardship.

The portion of students engaged in service-learning is highlighted as one key measure of Student Achievement.  Last year, over 80% of all K-12 students in the district participated in at least one high-quality service-learning project through their classes.  The district has long supported service-learning as a key strategy for academic engagement leading to the development of well-rounded students.  Mike Brugh, from the California Department of Education, praised Fremont’s work noting that the district placed service-learning as a measure of academic achievement instead of community engagement, thus appropriately highlighting and recognizing the importance of LEARNING in service-learning.

Other measures included in the district’s Student Achievement category included: District API, Graduation Rate, percent of 10th graders passing the California High School Exit Exam, percent of English learners re-designated to Fluent English Proficient, percent of students in attendance daily, percent of students completing college entrance requirements, and the existence of a formal student government at each school.

Dr. Jim Morris, Fremont’s superintendent led the development of the dashboard to simplify the presentation of hundreds of reports and data points the district collects every year.  The school board worked with the superintendent to help craft the categories and measures included in the dashboard.  District leadership shared a vision of highlighting the role that all district operations and programs play in the academic success of its students. “We use data to guide adult learning – the data tell us about the professional development needs of teachers, paraprofessionals, and administrators. We use data to guide student intervention for individual students but we focus on the core program with a commitment to good first teaching. We use data to strengthen our partnership with parents.”
